pangomm-2.24.0 requires pango>=1.23.0

Configuring pangomm-2.24.0 with pango-1.22.4 installed stops at:

 Requested 'pangocairo >= 1.23.0' but version of Pango Cairo is 1.22.4

The pango/buildlink3.mk has:
BUILDLINK_API_DEPENDS.pango+=   pango>=1.6.0

I manually adjusted the pangomm configure script to allow my older pango. 
And it built and installed fine. I don't know if correct or not and didn't 
complain upstream.

Maybe need to patch configure or add to Makefile (or update 
buildlink3.mk):

BUILDLINK_API_DEPENDS.pango+=   pango>=1.23.0

But I don't think it is really needed (other than wrong configure check). 
I build gimmage which requires gtkmm>=2.6.3 and cairomm>=1.2.2 using 
cairo-1.8.6, pango-1.22.4, cairomm-1.8.0, pangomm-2.24.0, and 
gtkmm-2.16.0. (I packaged gimmage last July but forgot to import.)
