policykit didn't run on Linux system

Hi,

if any heigher system try to use policykit (hal, consolekit etc.) it's
fail. Problem is in /var/lib/misc/PolicyKit.reload which is not exist.

Solution is:
        mkdir -p /var/lib/misc
        touch /var/lib/misc/PolicyKit.reload

In readme, there is info about change owner and group of this file to
POLICYKIT_USER and POLICYKIT_GROUP, but what i found
in /usr/pkg/share/dbus-1/system-services/org.freedesktop.PolicyKit.service
polkitd is run as root, so user and group change is not needed.

After this steps, all works right :)
