I tend to agree with you--that dependency often
is not what people will want on, for example,
headless shell account servers.

The proper solution, though, is to package
the gui tools (and svn tools, etc.) seperately;
think of the subversion packages as an analogy.
I just have not had the time to look into this.

If you (or anyone) would like to work on this, please let me know.  It
would be much appreciated.
