I think if we can keep GNU_PROGRAM_PREFIX, it would be better.  This is 
one of the programs that duplicates functionality in the base system of 
most BSDs, so if we can allow for easy disambiguation of the basenames, 
let's do it.

I think it's simplest to patch the Makefile.in.  The configure script 
supports --program-prefix and --transform-sed by default, so you should 
only need to fix up the Makefile.in file.
