patch and pkg/32275

Hey Folks, unless I hear violent complaint I'd commit the attached  
diff for the net/rp-l2tp package.
It is basically the same solution outlined in the pr with salo@'s  
comment to use EXPORT_SYMBOLS_LDFLAGS.

The handlers should probably be different packages.  But this works  
for me for now.  After all the
pr was filed in 2005!
