I forgot details.

pkgsrc tree is 2007Q3.

Pkg tools was boostrapped (just like on non-NetBSD platforms).
Parameters AFAIR was
    --prefix=/usr/pkg --varbase=/var --pkgdbdir=/var/db/pkg

/usr/pkg/etc/mk.conf:
    .ifdef BSD_PKG_MK # begin pkgsrc settings

    PKG_DBDIR=              /var/db/pkg
    LOCALBASE=              /usr/pkg
    VARBASE=                /var
    PKG_TOOLS_BIN=          /usr/pkg/sbin
    PKGMANDIR=              man

    WRKOBJDIR=              /tmp/obj_pkgsrc
    DISTDIR=                /srv/pkgsrc_distfiles
    PACKAGES=               /srv/pkgsrc_bin/NetBSD
    PKGSRCDIR=              /srv/pkgsrc

    TOOLS_PLATFORM.pax?=            /bin/pax
    TOOLS_PLATFORM.tar?=            /bin/tar

    X11_TYPE=                       native
    EMACS_TYPE=                     emacs22

    PKG_SUFX=                       .tbz

    _ACCEPTABLE=                    yes

    PKG_DEVELOPER=                  yes
    ALLOW_VULNERABLE_PACKAGES=      yes
    CHECK_INTERPRETER=              yes
    CHECK_FILES=                    yes

    .endif                  # end pkgsrc settings

/usr/pkg/bin/bmake is used for build everything
