The OOo 2.2.1 has been removed from the most of MASTER_SITES.
Please try:

 # rm -fr /usr/pkgsrc/distfiles/openoffice-2.2.1
 # cd /usr/pkgsrc/misc/openoffice2
 # make MASTER_SITE_OVERRIDE=ftp://ftp.netbsd.org/pub/NetBSD/packages/distfiles/
   (or other mirror site)

I'll update MASTER_SITES.
