Have you tried this:?

env \
    CPPFLAGS="-I/usr/pkg/include" \
    LDFLAGS="-L/usr/pkg/lib -Wl,-R/usr/pkg/lib" \
    ./configure ...

You need both of the flags, one for compile time and one for run time.
