After many experiments I change file work/pkg_install/configure.ac:

-AC_SEARCH_LIBS(tgetent, [termcap termlib curses ncurses])
+AC_SEARCH_LIBS(tinfo, tgetent, [termcap termlib curses ncurses])

and now I have successfully build of bootstrap.
