But is it possible to build those packages with X11 *and* Quartz support?

I don't think so.  gtk2+ supports only one backend.

At least the "xchat" package tries to include "gdkx.h" which doesn't
exist if the above packages are built without X11 support.

The inclusion of gdkx.h must be guarded using #ifdef GDK_WINDOWING_X11.
