I had subversion-base installed which depended on apr-0.9.12.2.0.59.
Building apache22 built apr1 but didn't install due to conflict.
subversion-base has:
BUILDLINK_API_DEPENDS.apr+= apr>=0.9.5
.include "../../devel/apr/buildlink3.mk"
I didn't check yet if subversion-base will work with apr1.
But building apache22 shouldn't make me uninstall apr-0.x and uninstall
subversion-base, just so to rebuild and reinstall subversion-base again.
Or is that okay?
(I carbon-copied this to the maintainers. If you want me to send-pr, let
me know.)

p.s. Thanks for packaging apache22 ... I am trying it out, hopefully with
ILS (library software).
