that anything is happening.

I can't even get it working on 3.0 i386. Same symptoms as above.

I have it running on both boxes now. My problem was I forgot to put in the
sendmail.cf entries on sparc64 machine.

Yes, me too.

milter-greylist badly needs a MESSAGE file writing, plus install should be copying milter-greylist.m4 to, say, /usr/pkg/share/examples/milter-greylist
(and PLIST updating). MESSAGE could contain something along the lines of:

To enable milter-greylist with sendmail, you need to enable it in your
sendmail.cf file. If you use m4 to create your sendmail.cf file, the following steps may be useful:

cp /usr/pkg/share/examples/milter-greylist/milter-greylist.m4 \
        /usr/pkg/share/sendmail/feature
Add FEATURE(`milter-greylist') to your .mc file above your MAILER lines
Regenerate your sendmail.cf and copy it to /etc/mail
Start milter-greylist and then restart sendmail

If you do not use m4 to create your sendmail.cf file, please read
/usr/pkg/share/doc/milter-greylist/README
