No, such options have never been necessary. I am used to always building
as non-root and pkgsrc asks for the root password when needed (at
install time).

I think the problem here is that the package wants to install something
during build time, presumably as some helper program (which is *bad* for
cross-building, too), and wants to install it with owner root. Which
isn't even necessary...
