Yes, I have the same versions:

lang/ruby18-base: # $NetBSD: Makefile,v 1.26 2006/09/13 12:57:44 taca Exp $

I've tested on DragonFly 1.7.0-DEVELOPMENT (cvs from last weekend)

So it seems to be a problem of 1.7.0.
