Problem was in my mk/build/build.mk. My copy had BUILD_MAKE_FLAG without the plural "S" at the end when doing the make. It must have been my typo added when the bsd.pkg.mk code for that was split to that file. (I have code there to -j jobs for make.) Sorry!
