Well I don't know how it happened or if this is normal. I will let someone
else answer that.
Your /usr/pkg/bin/pkgxmkmf is hard-coded with wrong X11BASE.
Deinstall your xpkgwedge package. And make sure your pkgtools/xpkgwedge is
clean.
