I think it has to do with the ../../x11/xcursor/builtin.mk which has:

BUILDLINK_API_DEPENDS.xcursor+= xcursor>=1.1.1
BUILDLINK_API_DEPENDS.Xrender+= Xrender>=0.8

. sinclude "../../x11/Xfixes/${_mkfile_}"
BUILDLINK_DEPTH:= ${BUILDLINK_DEPTH:S/+$//}
. endfor
. endif
I commented out the for loop and din't .sinclude this stuff. And my
problem here went away.
From a look at rest of pkgsrc builtin.mk files, I only see one other
package that does an .sinclude of other buildlink3/builtin.mk files
(gettext-lib).
