I believe that geography/shapelib/buildlink3.mk needs

	BUILDLINK_INCDIRS.shapelib:=     include/libshp

added so that applications can find the #include file.  Am I correct?  Or
should applications that use it be patched to say #include<libshp/shaplfil.h>?
