     No, changes have to be funnelled through a NetBSD developer.

     If you want to work on packages directly, you can do so using
pkgsrc-wip at:  http://pkgsrc-wip.sourceforge.net/ .  If you do good
work here then you may be invited to join the pkgsrc team.

     It is because pkgsrc is basically a subproject within NetBSD and
doesn't have its own servers.  Being part of the pkgsrc team gives you
direct access to servers belonging to The NetBSD Foundation, as well as
the ability to update the NetBSD cvs repository, so you have to be
vetted by NetBSD.
