I haven't looked close at source (spamd/spamd.c) yet, but if PF is not 
loaded when running spamd -g I get a continuous loop:

I noticed this because I had hardware failure and had to revert to older 
kernel for new hardware and so PF was not loaded and spamd used up high 
CPU.

I haven't tested with latest on OpenBSD itself -- so didn't report there.
