Strange. It seems like it should have an error like:

Can't locate XML/Parser.pm in @INC (@INC contains: ....

What happens when you manually run:

 /usr/pkg/bin/perl -e "require XML::Parser"

and

 pkg_admin check p5-XML-Parser

and

 ls -l `pkg_info -L p5-XML-Parser | grep Parser.pm`

?
