If it is a minor formatting or non-critical typo or mispelling fix, it 
probably does not matter. (Some prefer every change to have a revision 
bump and some never want any version changes.)

If the MESSAGE changes are important (and I assume they are), the package 
is changed and so the PKG_REVISION should be increased.
