My problem is gone. I am using libXft package instead of Xft2 (and instead 
of my existing /usr/X11R6/lib/libXft.so). I saw that the builtin.mk file 
for Xft2 specifically forced my USE_BUILTIN.fontconfig.

I didn't notice my problem was gone until I did a "make clean" first 
though. My bad values were already hard-coded into 
work/.wrapper_makevars.mk so my testing continued to fail.
