labwc: update to 0.20.3

* Added
- Add overrideInhibition option to <mousebind> @elviosak` [#3738]
- Add libinput options <clickfingerButtonMap> and <rotationAngle>@RyoheiHashimoto [#3719] [#3720]
- Add opt-in native libinput custom acceleration through <accelProfile>,
  with separate <motionCurve>, <scrollCurve> and <fallbackCurve>
  profiles. This allows precise low-speed scrolling while keeping faster
  scrolling responsive. @kgagne [#3715]
- Add config option <snapping><overlay><placement> to optionally place the
  snap-overlay above the dragged window @Blackseafisher1 [#3683]

- Fix coordinate overflow due to unsigned offsets with touch devices @johanmalm

- Close menu on Super_L press @johanmalm [#3762]
- Fix issue where the lock-screen does not get input focus if a popup with grab

- Fix Lan Mouse (https://github.com/feschber/lan-mouse) input capture issue by

- Fix some rare XWayland window focus and geometry issues by delaying the
  connection of the commit signal to avoid using old dimensions @elviosak

- Fix internal menus (for example client-list-combined-menu) breaking if a
  label is defined @ch3rn1ka [#3754]
- Fix xdg-shell regression whereby unmaximizing an initially maximized window
  keeps the maximized geometry @johanmalm [#3750] [#3755]
  Wait for pipemenus to open before entering via accelerator @ch3rn1ka [#3700]
- Fix <privilegedInterfaces><allow> logic to achieve intended behaviour which
  is to disable all on first encounter with <privilegedInterfaces> and then
  add interface specified by <allow>. @xi [#3705]

* Changed
- Allow xkbcommon to use getenv() which is required when labwc is running with
  elevated privileges, for example with a non-empty permitted capability set
  on the executable or when running on Android. @Consolatis [#3662] [#3690]
- Limit tilde expansion to make it more POSIX shell compliant @domo141 [#3716]
- Allow Close and Kill actions while window switching @typebrook [#3710]
