tex-tcolorbox{,-doc}: update to 6.9.0

6.7.0
- Libary `skins`:
 - Option `tcb fill lower bicolor`. Actually, this option is available since years,
   but was forgotten to be documented
 - Options `set alt` and `use alt` for use with beamer
 - Options `set temporal` and `use temporal` for use with beamer
- Documentation:
 - Some beamer support examples rewritten for `set temporal` and `use temporal`
- Libary `skins`:
 - Combination of `skin=enhancedlast jigsaw` or `skin=bicolorlast jigsaw`
   with a `title` failed to have a hole for the box content
- Documentation:
 - Add missing counter marks
 - Drop unneeded tikz loading in doc examples

- Libary `skins`:
 - Implementation of `use alt` and `use temporal` corrected.

- Initialization Option:
 - `number within from` with two new accompanying macros
   `\tcbcounterof` and `\thetcbcounterof`
- Core package:
  - Options `tabularray` and `tabularray*` to use tblr tables
    inside tcolorbox conveniently
- Libary `skins`:
 - `attach boxed title to ... text ...` ignores `xshift` setting
 - `spread inwards` and `spread outwards` lost `toggle enlargement` for
     twosided documents since version 4.21 (2019-09-19)
- Documentation:
 - Doc polishment and correction
 - Description of `extras` made clearer
 - Mention `transform shape` for the `tikz` option
 - Missing counter names in references resulting from
   replacing cleveref since 6.6.0
 - Mention extras options are stackable in manual

 - Macros `\docKeyChoices` and `\docKeyChoices*` for lists of choices with

 - New section 'Tagging'
- Tagging improvement for basic tcolorboxes (breakable and unbreakable)
- Documentation:
  Use minted2 for production since minted v3 is currently broken with Python 3.14

 - Doc polishment and correction
 - Remove confusing sentence from `label type` docs
 - Emphasize `skins` library in `geometry nodes` docs
 - Mention new externalization packages `memoize` and `robust-externalize`
 - Mention `beamertheme-tcolorbox` in connection with the `beamer` skin
 - Replace several `xparse` leftovers
 - Remove `\interlineskip` from `tcolorbox-tutorial-poster.tex`
 - Correct some header comments
 - Add references to options line `run arara`
 - Add general hooks intro for stackable options
 - Refine docs for `enhanced standard` and `enhanced standard jigsaw`
 - Add note that `bookmark` and `bookmark*` are silently ignored, if the bookmark
   package is not loaded
 - Add note that vertical spread options are not suitable for breakable boxes
