p5-Net-DNS: update to 1.54.

**** 1.54 Jan 16, 2026

        Resync with IANA DNS parameters registry.
        Resync with IANA DNSSEC algorithms registry.
        Implement DELEGI as derived subtype of DELEG RR.
        Backport DELEG parser to SVCB.
