audio/pcaudiolib: Add pcaudiolib version 1.2
Packaged in wip by adr
The Portable C Audio Library (pcaudiolib) provides a C API to
different audio devices. It supports: ALSA, CoreAudio (Mac OS),
OSS and PulseAudio.
