However, I get it that upstreams are often buggy by not having what belongs in NEWS. It seems upstream's CHANGES is a blend of both, and my read of the 1.38.1..1.41.1 changes is that it's mostly bugfixes and security fixes, and some relatively minor API improvements and changes, and nothing anyone needs to worry about.
