For me, this brings:

Could not find an appropriate pkg-config or pkgconf implementation, please install PkgConfig.pm, PkgConfig::LibPkgConf, pkg-config or pkgconf at /data/build/tmp/textproc/p5-Alien-Libxml
2/work/Alien-Libxml2-0.16/alienfile line 40.

I am going to add the package and update the Makefile for this pkg to include build dependency on p5-PkgConfig

Or do you have a different idea?
