Min Sik Kim recently pointed out to me (in the context of a proposed change to kpathsea)  "... it would be more portable to set USE_TOOLS+=mktemp:run and define SUBST_SED to replace mktemp in mktexlsr with ${TOOLS_PATH.mktemp}. In that way, mktexlsr won’t depend on PATH in finding mktemp, and a platform without mktemp will have a required dependency (e.g., on sysutils/mktemp)."
