Import fonttools version 3.15.1

fontTools is a library for manipulating fonts, written in Python. The project
includes the TTX tool, that can convert TrueType and OpenType fonts to and from
an XML text format, which is also called TTX. It supports TrueType, OpenType,
AFM and to an extent Type 1 and some Mac-specific formats. The project has a
BSD-style open-source licence.

If it is a library and not just a collection of programs, it should be
named py-fonttols. Even more, the PKGNAME should be using the prefix as
other python packages do.

Mmh it does provide ttx(1), a useful program. Should I rename it anyway?

The general convention is to avoid py-* only, if the library part is an
implementation detail. Example is graphics/blender. Otherwise, it should
be using the normal naming convention.
