Update to 0.12.4.

NB: 0.12.x is not compatible with 0.11.x.  F-droid has a version that
is now interoperable with 0.12, vs 0.11.  Upstream changes:

0.12.4:

  Warn the user if they're running with an insecure looking setup (#2139, @calmh)
