Update tex-babel-french to 3.1g

Bug fix: figure and table captions didn't behave as intended with the
beamer class.

-- bug correction for koma-scripts classes:
     a spurious dot was added in French by the \partformat command,

-- internal cleaning for LuaTeX and XeTeX engines.
