I haven't looked at the details and don't have any issues with the concept, which seems like progress. I will second that this should have been discussed. The line is fuzzy, but anything in infrastructure that isn't a bug fix or something for which it's obvious that everyone will nod and say "good, i'm glad someone fixed that". A few questions: How does this interact with packages with multiples DISTFILES? Should this instead be "FETCH_SPECIAL.exampleproject-1.2= github" or somethihng? Is this related to an eventual accomodation of packages that don't have upstream tarballs, or is it clearly separate?
