Update to 2.4:

TTX/FontTools Version 2.4
- Option to write to arbitrary files
- Better dump format for DSIG
- Better detection of OTF XML
- Fix issue with Apple's kern table format
- Fix mangling of TT glyph programs
- Fix issues related to mona.ttf
- Fix Windows Installer instructions
- Fix some modern MacOS issues
- Fix minor issues and typos
