Maybe so. My build environment uses native X, so freetype-config is in
$X11BASE/bin; however, the configuration system should be running it
from $PATH to make sure it gets the right buildlinked version.

When I try to build in on my (real box) NetBSD 5.99 (1 Jan 2012), I don't get the freetype-config error. However, It can't find SDL_ttf so it fails the configure stage after the summary of found libraries.

I'll look around a bit.
