Log Message:
Update "rpm2pkg" package to version 3.1.7. Changes since 3.1.6:
- Use "xzcat" instead of "lzcat". This package now doesn't depend on the
  "archivers/xz" package under NetBSD-current because "xzcat" is part of
  the base distribution.
