Update PEAR to 1.9.1.

pkgsrc changes,
* Update base pear packages:Archive_Tar-1.3.7 (recommented)
* Remove ${FILESDIR}/pear.sh, same as bundled one.
* set LICENSE=2-clause-bsd
* add user-destdir support
