adding subdirectories was a pain - not so much of a consideration
these days now that we just have patches and possibly files; it was
also a gain to have the import messages in one piece of email. dunno
if cvsps can handle multiple additions either.

can we just change the mandate from "cvs import" the whole package
to "cvs ci" the whole package?

the old problem was that all the subdirs created each generated a
mail to source-changes, and import avoided that, as i recall it, but
that original problem has been solved for a decade or so now.
