Log Message:
Update from version 3.1.2 to 3.2, to bring this in line with
the version in math/fftw/.

Pkgsrc changes:
 o Get rid of the powerpc-specific distfile, it's apparently not needed
   anymore
 o Add perl as a tool, so that "make test" can succeed
 o Adjust dependency on math/fftw
