- updated to 1.11

Changelog:
- tests is too sensitive to load on the machine causing
  random failures. Better to remove it from the regression test
  battery.
- Increase minimum version of perl to 5.006_003
- Make debug code compile again
- s/double/NV/g to support uselongdouble
