Upgrade p5-Data-UUID to 1.14.8

  - more tick-tracking fixes
  - fix incorrect initialization of tick-tracking
  - added use strict
  - fixed compilation errors on Mac OS X
  - avoid hanging under CPAN tools by using EUMM prompt()
  - fix problems with "long" type on 64 big platforms
  - improve compilation on Cygwin
  - improve compilation on Win32
  - fixed UUID collision on SMP machines
