Thank you, Bernd, and Joerg for the help.  It's definitely been a
while since I whacked at bl3 files... I didn't even know
"bsd.fast.prefs.mk" existed, or what it was used for, until now.

I actually created a pullup request for this one so that Interix would
be a little healthier on 2006Q4, so I'll attach the other commits to
the request as well.
