Updated checkperms to 1.3.

Changes since 1.0:
Version 1.3 (2006-11-02):
	Allowed libtool libraries whose name does not start with "lib".

Version 1.2 (2006-10-25):
	Libtool libraries (*.la) may keep the executable bit.

Version 1.1 (2006-10-24):
	The new -c option checks whether files that have the executable
	bit set are really executable.
