I had just removed that as I didn't notice any problem on NetBSD -current. 
(So I assumed the problem was in the previous lyx source tarball.)

Do we have anyway to specify which tar to use based on OS version?

Now with gtar I get many lines like:

/usr/pkg/bin/gtar: lyx-1.4.2/lib/examples/de_mathed.lyx: implausibly old 
time stamp 1969-12-31 18:00:00

But appears to work.
