Log Message:
The "makedistinfo" target should actually be named "distinfo" to match
the old bsd.pkg.mk behavior (noted by adrianp in private email).  Keep
"makedistinfo" as an alias for "distinfo".

While here, sprinkle some .PHONY declarations for correctness.
