Log Message:
Do not install fr locale file -- it is not a translation, and made trouble
in 2.1 bulk builds.
While here:
Use REPLACE_PERL instead of handcrafted code.
Get rid of automake build dependency by adding the corresponding patches.
Remove bogus patch.
