- Improved the heuristics for detecting direct use of ${TOOL}s.
- Moved the whole complicated code from checklines_package_Makefile() to
  checkline_mk_shellcmd() and checkline_mk_varassign().
- Reenabled the -Wdirectcmd options by default.
