I already have ALLOW_VULNERABLE_PACKAGES set in my /etc/mk.conf.  That
should be a hint that I don't want audit-packages to be run on bulk
builds.  Why do I have to set SKIP_AUDIT_PACKAGES as well?

What I've done is revert the change I made.  What I will do is add it
to /etc/mk.conf locally.  FWIW, my builds did not include
audit-packages processing at build time, because I had
ALLOW_VULNERABLE_PACKAGES set.  However, I needed audit-packages
installed or EVERY package build failed.
