My feeling that it would be easiest to keep pkgsrc (uni-directional) in 
sync with what's in NetBSD's src/usr.sbin/pkg_install. Everything else 
will probably get you into a maintenance nightmare.

Having a documented, maybe even automated procedure for doing the 
syncronisation of sources may help.
